Dubai Off-Plan Payment Plans Explained

By the 3X Capital desk · From the Blog · 6 min read

How Dubai off-plan payment plans work, from 60/40 and 80/20 to post-handover, what you pay at booking and the fine print to check before you sign.

80/20, 60/40, 1% a month, post-handover. Payment plans are the reason off-plan property works for buyers who could never write one large cheque, and the fine print is where the real differences hide. This guide explains how Dubai off-plan payment plans are structured, what you pay and when, the costs that sit outside the plan, and the questions we ask before a client signs.

What is an off-plan payment plan?

When you buy off-plan in Dubai, you buy from the developer before the building is finished. Instead of paying the full price on day one, you pay in stages. The payment plan is the schedule in your Sale and Purchase Agreement (SPA) that sets out how much you pay, and at which point. Most plans are written as two numbers, such as 60/40. The first is the share of the price you pay before handover. The second is what is left at handover or after it.

The common structures

Construction-linked plans (for example 60/40 or 70/30). You pay a booking amount, then instalments tied to construction milestones such as 20%, 40% or 60% complete. The balance falls due when the keys are handed over. This is the most common structure for new launches by developers such as Emaar.

Front-loaded plans (for example 80/20 or 90/10). Most of the price is paid during construction, with a smaller amount at handover. These suit buyers who have the cash now and want a small final payment, or who plan to resell before completion.

Post-handover plans (for example 50/50 or 40/60). Part of the price is paid in instalments after you receive the keys, often over two to five years. If the unit is rented out, the rent can cover part of those instalments. The trade-off is usually a slightly higher price than a shorter plan on the same unit.

Monthly plans (for example 1% a month). The balance is split into small monthly payments. They are easy to budget for, but check the total period and whether a large balloon payment is still due at handover.

What you pay at booking

The booking amount is usually 10% to 20% of the price, set by the developer for each project. On top of this, buyers normally pay the Dubai Land Department (DLD) registration fee of 4% of the purchase price, plus a small admin fee, at the time of booking. The DLD fee is what records your purchase in the Oqood, the interim register for off-plan property, so it is not optional. Some launches offer a full or partial DLD fee waiver. If you are offered one, make sure it is written into the SPA.

Where your money goes

Under Dubai’s escrow law, Law No. 8 of 2007, off-plan payments must go into an escrow account for that specific project, not into the developer’s general account. Money is released to the developer as construction progresses. Before you pay anything, check that the project is registered with the DLD and has its own escrow account. You can do this on the Dubai REST app, which also shows the project’s completion percentage. Always pay to the escrow account named in your SPA, never to an agent or a personal account.

What actually matters in the fine print

Milestone or date. Most instalments are linked to construction milestones, not calendar dates. If a project is delayed, your payments move with it. If the plan is date-based, you may end up paying for progress that has not happened yet.

The handover payment. On a 60/40 plan, the 40% is due at handover. If you plan to fund it with a mortgage, banks will value the finished unit at that point, and you will need to meet their lending rules at the time. Plan for this from day one, not in the final month.

Post-handover terms. Check how many instalments there are, whether you can rent out or sell before the plan is complete, and what happens if a payment is late.

Resale rules. Many developers only allow you to resell before handover once you have paid a set share of the price, often 30% to 40%. If a quick resale is part of your plan, this clause matters as much as the price.

Late payment terms. Read what the SPA says about penalties and how long you have to fix a missed payment.

Costs outside the payment plan

The plan covers the purchase price only. Budget separately for the DLD fee, the Oqood admin fee, any trustee or registration charges at handover, service charges once the building is complete, and furnishing if you plan to rent the unit out. If you use a mortgage at handover, add the bank’s arrangement fee, valuation and mortgage registration. For a fuller list, see our guide to buying property in Dubai step by step.

Which plan suits you?

If you want rental income soon, a post-handover plan lets the rent help with the remaining instalments.

If you have the cash and want the best price, a front-loaded plan sometimes comes with a lower price or a discount.

If you plan to use a mortgage, a construction-linked plan with a larger handover payment works best, because the bank funds that final amount.

If you want a Golden Visa, check when the property counts towards the required value and how much must be paid. Our Golden Visa guide explains the current rules.

The right structure depends on your cash flow and goals, not on the brochure. Two units in the same project can suit two buyers very differently.

Projects with payment plans we work on

Payment plans change from launch to launch, so always ask for the current schedule before you decide. Projects our team currently advises on include Kanyon by Beyond in Dubai Maritime City, The Valley by Emaar and Rashid Yachts & Marina. Frequently asked questions

Can I pay off-plan instalments early?
Usually yes. Some developers offer a discount for early or full payment. Ask before you sign, as the terms differ by project.

Is the DLD fee part of the payment plan?
No. The 4% DLD fee is usually paid at booking, on top of the first instalment, unless the developer is offering a waiver.

What happens if the project is delayed?
With a construction-linked plan, your instalments are paid as milestones are reached, so a delay also delays your payments. Your SPA sets out the expected completion date and what happens if it is missed.

Can I get a mortgage on an off-plan property?
Some banks lend on off-plan units, but most buyers use a mortgage for the handover payment once the property is complete. Speak to a mortgage adviser early so the numbers work at handover.
